My view of this situation is that a LGPL'd VNC libGGI target is no more
harmful (wrt proprietory developments) than a GPL'd VNC, because changes to
the VNC target itself must be LGPL'd, and linking it with non-free apps is
no different from a GPL'd VNC X server accepting connections from non-free
apps.
