The port is at <>, but www.dol.ru is down
at the moment.

Cygwin32 is a porting layer to port Unix programs to Win32, and the
accompanying developement tools (gcc, bash, fileutils, etc.). It's also
known as GNU-Win32. It's still in beta, but very useful if you like
that sort of thing.

V is a GUI library. You can develop your program with V and then
compile a Unix/Motif version and a Windows version from the same code.
AFAIK, it's not directly related to Cygwin32.
